PRESENTER: Norm Varin - Idaho Government Relations Director, PacificSource
For the last 11 years in his role as Director of Government Relations for PacificSource, Norm Varin works to support review, implementation and compliance with Idaho state and federal laws. He has more than 20 years of experience in all aspects of Underwriting and Actuarial activities. For two years Norm was responsible for addressing market opportunities and challenges relating to product, price, network, and channel.

As Executive Director for Idaho Physicians Network (IPN) three years, Norm was responsible for strategic planning and operational excellence. Norm sits on a variety of Boards: State of Idaho Reinsurance Board, Employers’ Health Coalition of Idaho (EHCI), Idaho Association of Commerce and Industry (IACI), Compass Public Charter School, State of Idaho Immunization Assessment Board, Idaho Oral Health Alliance, Idaho Liability Reform Coalition and the Idaho Insurance Council. Norm graduated from the University of Idaho with a BS in applied mathematics and an MS in statistics.
TOPIC: Legislative Update
Get up to speed on the legislative changes shaping Idaho’s health insurance market, including cash payment and deductible requirements, Portable Benefit Accounts, anti-cancer medication coverage, PBM requirements, and other important health care legislation. We’ll also look ahead at issues agents should be watching in the upcoming session.
This session goes beyond what passed to explain why it happened, what changed, and what it means for agents and their clients, with practical takeaways for benefit design, compliance, implementation, and client conversations.
Topics that may be discussed include:
- Cash payments and deductible/out-of-pocket maximum credit
- Portable Benefit Accounts
- Anti-cancer medications and oral chemotherapy
- Pharmacy Benefit Manager (PBM) requirements
- Other significant health-related legislation
- Issues to watch in the upcoming legislative session
